P151m for Manila workers during ECQ

Manila City Mayor Francisco “Isko” Domagoso has signed an ordinance allocating P151 million for the hazard pay of local government workers who physically reported for work under the enhanced community quarantine (ECQ).

Domagoso signed Ordinance No. 8667 authorizing the payment of COVID-19 hazard pay worth P500 per day for city government personnel who physically reported for work during the implementation of the President Rodrigo Duterte placed Metro Manila under ECQ from March 17 to May 15 in response to the coronavirus pandemic.

The mayor said the P151 million will be sourced from the Manila City government’s Personal Services and Special Activities fund and Maintenance and Other Operating Expenses fund.

“The payment of COVID-19 hazard pay is hereby authorized to city government employees and personnel who physically reported for work in their respective work stations during the implementation of an ECQ at P500 per day per person based on the following computation: P500 x number of days physically reporting for work during the ECQ from March 17, 2020 to May 15, 2020,” Domagoso said, quoting the ordinance.

City government workers who may be granted COVID-19 hazard pay should be holding regular, contractual or casual positions, or are engaged through contract of service, job order or other similar schemes.

“The personnel shall have been authorized to physically report for work at their respective offices or work stations on the prescribed official working hours by the head of department, bureau or office during the period of implementation of ECQ,” he said.

The ordinance was signed pursuant to Malacañang’s Administrative Order No. 26, series of 2020, which authorized the grant of COVID-19 hazard pay to government personnel who physically reported for work.
