NHA ends its contracts with 20 developers

THE National Housing Authority on Tuesday said it had terminated its contracts with at least 20 developers and issued notices of termination to 33 others tasked to build homes for the victims of Super Typhoon “Yolanda.”

Due to a series of violations in their contracts’ terms and conditions, its contracts with the developers were stopped, the agency said.

Among the violations were the minimal or non-deployment of necessary resources on site, non-issuance of building permit and incurring of over 15 percent negative slippage.

NHA said they would conduct another bidding process for other developers to complete the housing projects for distribution to qualified beneficiaries.

Those whose contracts were terminated were F.J. Tiu and Associates Construction & Dev’t Corp., Richmark Construction, LSD Construction & Supplies, St. Gerrard Construction Corp., Robig/Three W Builders Inc.-Joint Venture, Harley Construction/Three W Builders-JV, Eaglerock Construction & Dev’t Corp. and JC Tayag Builders Inc. with nine projects.

Those issued with notice of termination were Prismodial Construction Corp./EM Curerpo Inc. with two projects, FFJJ Construction with two projects, C.B. Tampengco Const. & Supply, Bumbaran Dev’t Corp., Urban (UCC)/Kit Properties, Specified Contractors & Developer, IPM Const. & Dev’t with two projects, Zephyr Construction, Edison Dev’t & Construction, St. Gerrard Construction with three projects, Robig/Three W Builders Inc-JV, Eddmari Const. & Trading with six projects, Victoria Dev’t & Construction Supply Corp., Hi-Tri Dev’t Corp., Oscar R. Sarmiento Construction with two projects, Eaglerock Construction & Dev’t Corp. wtih four projects and MRRM Trading & Construction with three projects.

“NHA has been there for the last 42 years. I did not see any narrative and literature of blacklisting in the past. But in my stay for the last two years, I terminated a number of contracts,” NHA general manager Marcelino Escalada Jr. said.    

“The second level of this process will be blacklisting,” he added.

According to Escalada, they were able to identify violations through the process of contractors performance evaluation system.
