220 beneficiaries get CLOAs in Mindanao

The Department of Agrarian Reform on Monday gave the green light to release the certificates of land ownership award (CLOAs) and jumpstart the distribution of titles to 220 identified beneficiaries in a 346-hectare land out of the 700-hectare Mindoro State University.

“The MinSU (formerly Mindoro State College of Agriculture and Technology (MinSCAT), located in barangay A cate and Villa Cerveza, Victoria, Oriental Mindoro, was placed under the coverage of the Comprehensive Agrarian Reform Prgram pursuant to Executive Order No. 75, series of 2019,” Secretary Bernie Cruz said.

He revealed that there were issues during the coverage of the property under EO 75,  including the claim of the National Commission on Indigenous Peoples of the 101 hectares as ancestral domain.

“During the online deliberation on June 30, 2020, the DAR provincial office proposed not to include the 101 hectares because of the issue with the NCIP,” he said.

Out of the 700 hectares, only 500 hectares was approved for coverage excluding the 99 hectares school campus and 101 hectares claimed by NCIP.

“MinSCAT President Levy Arago requested for revalidation of the property and the revalidation was approved by the DAR Central Office and Regional Office. During the last revalidation, the parties agreed to include the demonstration farm of the school in their retention

area,” Cruz said.

After the last revalidation, an estimated area of 346 hectares would be covered by CARP out of the 700 hectares retention area.

“During the online deliberation on June 30, 2020, the DAR Provincial Office proposed not to include the 101 hectares because of the issue with the NCIP,” Cruz said.
