Belmonte creates task force to review tricycles route plan

Quezon City Mayor Joy Belmonte has created a task force to make tricycle more responsive to today’s challenges, and to review the city’s tricycle route plan.

Belmonte issued Executive Order No. 15 creating Task Force Tricycle as directed by the DILG in its Memorandum Circular No. 2020-036.

The circular reiterates the prohibition of tricycles, pedicabs and motorized pedicabs from operating on national highways, directing local government units to establish a tricycle task force, separate from the tricycle regulatory board, to formulate or review its tricycle route plan.

“The Task Force will ensure that the city abides by the DILG’s directive, and will guarantee that the livelihoods of affected tricycle drivers and operators are protected,” Belmonte said.

“The city will be very strict about this and will only resort to the grant of exceptions by the City Council after all efforts have been exerted,” she added.

The city has 150 tricycle operator and drivers associations and 24,756 tricycles with franchise, and 2,237 utility service tricycles that directly support the needs of at least 150,000 local residents.

As the task force chairperson, Belmonte designated the Quezon City Police District and the Assistant City Administrator for Operations as vice chairpersons with the head of the city’s Tricycle Regulation Division under the Task Force on Transport and Traffic Management as action officer.

The directive shall implement a two-pronged approach  to ensure compliance with the DILG directive and provide livelihood and other forms of assistance to affected tricycle operators and drivers.
