Aviation authority holds competency training workshop

The Civil Aviation Authority of the Philippines (CAAP) has initiated a three-day training with local air operators and training organizations focused on competency-based training and assessment (CBTA) and evidence-based training (EBT).

CAAP spokesman Eric Apolonio said the main objective of the workshop was to raise awareness about the application of CBTA-EBT in aviation training and assessment.

The French Directorate General for Civil Aviation (DGAC) and Airbus provided insights and shared their experience in implementing CBTA-EBT, as well as supporting international working groups and regulatory authorities.

The CBTA has been evolving within the international aviation landscape since its introduction with the Multi-Crew Pilot Licence (MPL) standard in 2006.

These standards align with the International Air Transport Association (IATA) Total Systems Approach (TSA), advocating for the consistent application of CBTA across all aviation disciplines throughout a pilot’s career.

Supported by the International Civil Aviation Organization (ICAO), the workshop presented a valuable opportunity for air operators to learn, share, and contribute to efficient training and assessment for a continued safe air transport in the Philippines.

On Feb. 29, CAAP also held a meeting with Boeing officials to discuss areas of commercial aviation where Boeing can support the agency’s goals and needs.

The discussion covered current aviation challenges, technical needs, and training for cybersecurity, wildlife management, handling dangerous goods, and advanced air mobility.

The meeting was attended by CAAP Director General Captain Manuel Antonio L. Tamayo, Deputy Director General for Operations Captain Edgardo G. Diaz, Boeing Global President Dr. Brendan Nelson AO, Boeing Southeast Asia President Nell Breckenridge, Head of ASEAN and Indonesian Government Relations Landry Subianto, Senior Director for International Sales of Commercial Airplanes Samir Belyamani, and Regional Marketing Director of Boeing Commercial Airplanes in India & Southeast Asia Phui Phui Ho.
