The RP-Mission and Development Foundation Inc. (RPMD) has unveiled the results of its independent and non-commissioned “Boses ng Bayan” survey for the third quarter, conducted from September 20–30, 2023, assessing the job performance of City Mayors and Representatives in the National Capital Region.
Quezon City Mayor Joy Belmonte and Malabon City Mayor Jeannie Sandoval led the rankings with close scores of 94.0% and 93.1%, respectively, indicating comparably high levels of governance within a ±1% margin of error.
The survey gauged mayoral performance across seven key indicators: service delivery, financial management, economic development, leadership governance, environmental preservation, social programs, and community engagement.
The survey further revealed the extensive pool of leadership talent in the region. Sharing the second spot were four mayors who exemplified extraordinary governance. Navotas City’s John Rey Tiangco led with 92.7%, followed by Along Malapitan of Caloocan City at 92.5%, Eric Olivarez of Parañaque City at 92.3%, and Emi Calixto-Rubiano of Pasay City with a commendable 92.1%.
The third echelon showcased the dynamic trio of Vico Sotto of Pasay City at 90.4%, Honey Lacuna of Manila at 89.7%, and Makati City’s Abby Binay at 89.5%. Their impressive ratings further exemplify the depth of dedicated leadership in the region.
In the subsequent rankings, the fourth position witnessed a convergence of leadership finesse. Ben Abalos Sr. of Mandaluyong City achieved an 87.9% rating, Ruffy Biazon of Muntinlupa City registered 87.5%, and Wes Gatchalian of Valenzuela City secured 87.1%.
Marcy Teodoro of Marikina City gracefully held the fifth position with an 85.8% score, while Lani Cayetano of Taguig City followed closely with 85.5%. Concluding the survey’s spotlight, the sixth position was marked by Francis Zamora of San Juan City with an 81.3% score. Ike Ponce III of Pateros and Imelda Aguilar of Las Piñas City completed the rankings with 80.2% and 78.6%, respectively.
House Representatives
Meanwhile, the job performance of District Representatives from NCR uses criteria such as district representation, legislative efficacy, and constituent service quality.
At the forefront of excellence stood Toby Tiangco of Navotas City with a 95.3% score, closely followed by a cadre of legislators including Stella Quimbo, Ralph Tulfo, and Camille Villar, each surpassing the 95% mark. Additional high achievers in this top tier were Marivic Co-Pilar, Marvin Rillo, Patrick Michael Vargas, and Oca Malapitan, with scores between 94.3% and 94.8%.
The second echelon was led by Benny Abante of Manila with 93.2%, followed by Gus Tambunting, Tony Calixto, Franz Pumaren, and Arjo Atayde, each with scores ranging from 92.3% to 93.1%. The third group highlighted established professionals such as Dean Asistio, Romulo Roman, Boyet Gonzales III, and Bel Zamora, each garnering scores from 90.4% to 91.2%.
The assessment concluded with lower brackets where Representatives like Edward Maceda, Jaime Fresnedi, Pammy Zamora, and Kid Pena demonstrated commendable performances with scores between 88.0% and 88.5%.
The survey also recognized the consistent distinction of Edwin Olivarez, Ernix Dionisio, and Joel Chua and the dedication of Luis Campos, Irwin Tieng, and Eric Martinez, with scores in the low 80s.
The final segment appreciated the relentless commitment of Rolan Valeriano, Mitzi Cajayon, Jaye Lacson-Noel, Maan Teodoro, and Ading Cruz, who scored between 80.2% and 80.8%, underscoring the steadfast dedication of NCR’s Representatives.

He pointed out that these public officials merit acclaim for their resolute commitment and impactful service to their communities.
This regional survey is part of a broader assessment, engaging 10,000 registered voters across various cities, with its results carrying a statistical precision reflected by a ±1% margin of error and a 95% confidence level, underscoring the rigorous and significant nature of the poll’s findings.
