Metropolitan Manila Development Authority (MMDA) chair Don Artes reiterated that the MMDA does not tolerate any form of wrongdoing by its personnel.
He urged all victims of extortion and coercion, as well as those who provide payoffs, to report any illegal activities.
Artes stated that the MMDA is committed to keeping its agency corruption-free and taking action against those who engage in misconduct.
“Anyone who has been victimized by MMDA personnel is encouraged to file a complaint with the agency for investigation. If found guilty, the MMDA will not hesitate to impose appropriate punishments.”
The MMDA is currently investigating a traffic enforcer following a complaint posted on social media.
The complainant alleged that the enforcer flagged him down over the weekend while driving on Commonwealth Avenue in Quezon City, accusing him of using his cell phone, not wearing a seat belt, and having an expired car registration.
The traffic enforcer asked for his driver’s license and demanded a payment of P15,000 to avoid impounding his vehicle. After some negotiation, the payment was reduced to P5,000, which the complainant
made using a mobile wallet app. The next day, the complainant received a call and the money was returned to him. The traffic enforcer also requested that the post on social media be deleted, but the complainant refused.
The MMDA contacted the complainant to investigate the incident and identify the traffic enforcer. The complainant positively identified the traffic enforcer at the Traffic Discipline Office Commonwealth Special Traffic District Office with the assistance of MMDA officials. Joel E. Zurbano
The traffic enforcer denied the accusations, but the MMDA is considering filing charges against him. The enforcer will be asked to report temporarily at the MMDA Head Office in Pasig City while the investigation is ongoing.
