2 Isabela towns bag CBMS titles

ILAGAN, Isabela—The Province of Isabela reigned supreme during the recent 13th Community-Based Monitoring System Philippines National Conference at Crowne Plaza Manila Galleria, Quezon City.

The forum, with the theme “Enhancing Resilience of Communities Amidst Emerging Development Challenges,” recognizes best practices of local government units in the implementation of CBMS.

The municipality of Angadanan bagged first place in the search for Best in CBMS Advocacy Video Category. Meanwhile, the municipality of San Mariano placed second in the search for Best in CBMS Photo and Best in CBMS Advocacy Video Categories.

San Mariano Vice Mayor Dean Anthony said the forum aimed to showcase the benefits brought using CBMS in all facets of communities, through different sessions and testimonies of representatives of national government agencies and local government officials and functionaries.

The winners were selected based on online voting (weighted at 50 percent) and on-site votes of the delegates of the conference (50 percent).

Meanwhile, Cauayan City Planning and Development Coordinator Oliver B. Francisco presented in one of the sessions during the conference the experience of Cauayan City in using CBMS in a talk entitled “Addressing Challenges on Disaster Risk Reduction and Management and Shelter Security through the CBMS Data.”

The CBMS Special Awards was launched in 2012 in the Philippines by the CBMS Network Team of the De La Salle University-Angelo King Institute for Economic and Business Studies.

CBMS is an organized process of data collection, processing, validation and integration of data in the local development processes.

It aims to improve local governance, foster transparency and accountability in resource allocation, and empower communities to proactively participate in the development process by providing policy makers and program implementers with a regular source of information that can be used to track micro impacts of macroeconomic shocks on the vulnerable groups in the society.
