Filinvest Innovation Park launched in New Clark City

Filinvest-BCDA Clark Inc., a joint venture of property developer Filinvest Land Inc. and state-run Bases Conversion and Development Authority (BCDA), launched the Filinvest Innovation Park-New Clark City (FIP-NCC) in Capas, Tarlac to become the newest growth hub in Central Luzon.

“FIP-NCC represents a significant stride for Filinvest Land as we expand our industrial footprint in Central Luzon. With its state-of-the-art green and digital features, FIP-NCC will provide an ideal environment for logistics, e-commerce, and light manufacturing ventures. We take pride in offering a new asset class that not only supports businesses but also contributes to the local economy’s growth – ready for tomorrow, ready for the world,” said Filinvest Land president and chief executive Tristan Las Marias.

FIP-NCC’s Phase 1 was launched on Oct. 20, which included the blessing of the park’s two-story administration building and groundbreaking of the park’s ready-built factory (RBF) zone.

Joining Las Marias at the ceremony were Filinvest Development Corp. president and CEO Rhoda Huang, Filinvest Land senior vice president and business unit head for industrial and logistics Francis Ceballos, Filinvest Innovation Parks general manager Carmelo Centeno III, BCDA president and CEO Joshua Bingcang, Philippine Economic Zone Authority (PEZA) deputy zone administrator Allan Datahan and Clark Development Corp. vice president for engineering services group Teresito Tiotuyco.

“Filinvest is one of the first to believe in NCC’s potential as the next economic hub of the Philippines. We are confident that in months and years to come, more locators will see the potential of FIP and the whole of NCC — as it boasts of a strategic location that is both resilient and connected,” said Bingcang.

Covering 60 hectares within Filinvest New Clark City, FIP-NCC (Phase 1) is designed to be a sustainable industrial hub that will play a pivotal role in driving progress in the northern part of Metro Manila. This will be realized via Filinvest Land’s RBFs and built-to-suit units tailored to meet the diverse needs of potential locators.

These RBFs, offered in 2,500, 4,000 and 5,000 square-meter units, are designed with Grade A warehouse specifications, including features such as high ceiling clearance, floor load capacity of 3 tons per sqm, raised production floors with loading docks, and robust utility infrastructure support, including high-speed Internet access and fire detection and suppression systems. 

Industrial lots ranging from the standard one-hectare lots up to 11-hectare “mega lots” are also available for lease to house larger facilities.

Getting to and from FIP-NCC is enhanced by infrastructure links such as the Airport-NCC Road, which will directly link FIP-NCC to Clark International Airport operated by Luzon International Premiere Airport Development Corp., composed of FDC, JG Summit Holdings, Inc., Philippine Airport Ground Support Solutions Inc., and Changi Airports Philippines (I) Pte. Ltd.) in 15 to 20 minutes; and the Subic-Clak-Tarlac Expressway-NCC Road, which links NCC to Subic Bay and to the rest of Luzon.

The entire FIP-NCC is registered as a PEZA ecozone, enabling locators to benefit from tax incentives, streamlined trade processes, and special visa privileges for foreign employees. 

FIP-NCC is strategically located within the expansive 288-hectare Filinvest New Clark City—a forward-looking and eco-friendly mixed-use township that offers a dynamic live-work-play-learn environment New Clark City, which is emerging as Capas, Tarlac’s smart, sustainable and green community.

FIP-NCC joins the ranks of the Filinvest Technology Park and FIP Ciudad de Calamba in Laguna in the south, reflecting Filinvest Land’s broad and firm commitment to stimulating the country’s economic growth through strategically located innovation parks.
