The Department of Energy approved the terms of reference on the supply of 170 megawatts of peaking capacity to Manila Electric Co. (Meralco) under the competitive selection process (CSP).

“We thank the DOE for the timely approval of the TOR that will allow us to proceed with the emergency procurement for the supply needed to meet the anticipated increase in demand in the coming months,” said Meralco head of regulatory management office Jose Ronald Valles.

“This will help Meralco ensure availability of reliable and cost-competitive supply, which is especially critical during the 2022 dry months and the upcoming national elections,” added Valles.

The TOR published on December 23 and the Third Party Bids and Awards Committee called on interested generation companies to participate in the CSP covering the period February 26 to July 25, 2022.

Meralco is seeking bids for its peaking supply requirements with a maximum plant capacity factor per month of 45 percent from a single or portfolio of plants. The plants should provide 100 percent guaranteed availability of the contract capacity for 12 hours daily covering the peak hours of Meralco, which is from 9:00 a.m. to 9:00 p.m.
