Porac mayor faces plunder charge

A resident of Porac has filed a plunder charge and other administrative cases against Porac Mayor Jaime “Jing” Capil over the town’s alleged unexplained supplemental budget expenditures of P138.5 million from 2019 to 2020 and his unexplained wealth.

The case was filed at the Office of the Ombudsman on February 11. Also charged were the mayor’s Executive Assistant Bienvenido Guiao, Municipal Planning Coordinator Jaypee Martinez, and Engr. Arlon Canlas of the Municipal Engineer’s Office.

Capil could not be reached for comment at presstime.

In the case filed, the complainant requested the Ombudsman to suspend the mayor to allow local authorities to release, without fear of retribution, documents that will support the charges.

The complaint also asked the Ombudsman to conduct a lifestyle check on the mayor and freeze his personal assets.

Other allegations in the case included: 1) the unexplained number of Job Order workers of the town; 2) excessive representation allowances of the mayor amounting to P6 million for 2020; 3) unexplained expenses on burial assistance, grants and donations; 4) overpriced equipment purchased by the municipality; and 5) a public park funded by the municipality situated at a private property.
