CHR steps into death of two Tondo teens

The Commission on Human Rights has stepped into the death of two teenage boys who were allegedly tortured in Tondo, Manila.

Commission spokesperson Jacqueline Ann de Guia said investigators had already been dispatched to look into the incident involving the 15-year-old victims Chormel and Carl Justine whose bodies were found floating in Isla Puting Bato at the Parola compound a week ago.

“We stress that all individuals have the right against cruel, inhumane, or degrading treatment or punishment, which vitiate the free will and dignity of the individual,” De Guia said.

“CHR condemns this incident and has deployed a quick- response team to investigate and ascertain the facts of the case.”

The boys had been reported missing in Manila, but when they were found their feet, hands and heads were wrapped in tape, and they bore stab wounds to the head and body.

A smiley face was drawn on one of the victim’s bodies using an ice pick.

The two were last seen alive the night of Jan. 31.
