Secretary Abalos leads in annual Cabinet performance ratings

The independent and non-commissioned “Boses ng Bayan” Annual Performance Report 2023 of the RP-Mission and Development Foundation Inc. (RPMD) conducted from Dec. 27, 2023 to Jan. 5, 2024, highlights the exceptional achievements of Cabinet officials in public satisfaction ratings.

Leading the pack is Secretary Benhur Abalos Jr of the Department of Interior and Local Government (DILG), who has attained the highest public satisfaction rating with an impressive 92%, positioning him as the foremost performing Cabinet member.

Following closely are Secretary Rex Gatchalian of the Department of Social Welfare and Development (DSWD) and Secretary Christina Garcia-Frasco of the Department of Tourism (DOT), both securing the second spot with outstanding ratings of 88% and 87%, respectively.

Secretary Jesus Crispin Remulla of the Department of Justice (DOJ) and Secretary Amenah Pangandaman of the Department of Budget and Management (DBM) have also achieved notable success, each earning high ratings of 85% and 84%, ranking them jointly in the third position.

Secretary Alfredo Pascual of the Department of Trade and Industry (DTI) follows in the fourth rank with an 81% assessment score. Close behind is Secretary Jaime Bautista of the Department of Transportation (DOTr), securing the fifth rank with a 79% rating.

On the sixth spot, Secretary Manuel Bonoan of the Department of Public Works and Highways (DPWH) received a 76% rating, followed by Secretary Ivan John Enrile Uy of the Department of Information and Communications Technology (DICT) with 74% in the seventh position.

Special Assistant to the President (SAP) Anton Lagdameo Jr earned a 72% performance score, ranking eighth, alongside Secretary Enrique Manalo of the Department of Foreign Affairs (DFA) with a 71% rating. Secretary Renato Solidum of the Department of Science and Technology (DOST) follows with a 69% performance score in the ninth rank.

Occupying the tenth place is Secretary Benjamin Diokno of the Department of Finance (DOF) with a 67% rating, succeeded by Executive Secretary Lucas Bersamin with a 65% score in the eleventh rank.

Solicitor General Menardo Guevarra, with a 63% job satisfaction rating, shares the 12th position with Secretary Jerry Acuzar of the Department of Human Settlements and Urban Development (DHSUD) at 62% and Secretary Gilbert Teodoro Jr. of the Department of National Defense (DND) at 62%.

Press Secretary Cheloy Garafil follows with a 60% score in the 13th rank, alongside Secretary Bienvenido Ledesma of the Department of Labor and Employment (DOLE) with 58% in the 14th position.

The 15th rank is held by Secretary Ted Herbosa of the Department of Health (DOH) with 56%, followed by Secretary Raphael Lotilla of the Department of Energy (DOE) and Presidential Adviser on Peace, Reconciliation and Unity Carlito Galvez Jr, both at 54% in the sixteenth spot.

Concluding the rankings are Chief Presidential Legal Counsel Juan Ponce Enrile with 51% and Elaine Masukat of the Presidential Management Staff with 50%, both in the 17th position.

The meticulously executed 2023 nationwide cabinet performance assessment in the Philippines provided an extensive analysis of both the efficacy and the public perception of cabinet officials.

Setting a threshold of 50% as the pass mark, the assessment unveiled a dynamic and evolving picture of cabinet performance, mirroring the changing tides of governance and public sentiment.

Throughout the year, the performance of cabinet officials varied significantly, with fluctuations in their rankings indicating their respective successes and challenges. These variations, stemming directly from their quarterly performance evaluations, underscored the profound influence of their decision-making and actions over the year.

The fluctuating ratings, with some officials experiencing a rise and others a decline, underscored the intricate and constantly shifting dynamics of public service and governance.

Dr. Paul Martinez, a distinguished Global Affairs Analyst and the Executive Director of RPMD highlighted the critical importance of these outcomes. He noted that public opinion is instrumental in shaping these evaluations, acting as a crucial measure of the officials’ effectiveness.

Dr. Martinez advocates that the voice of the people is not merely a key indicator of satisfaction but should be considered a core standard in governance. This viewpoint emphasizes the need for government officials to be responsive and accountable to their constituents’ needs and perspectives.

In summary, the RPMD acknowledges the high-performing cabinet officials of 2023, commending their achievements. Concurrently, the organization challenges other officials to elevate their performance in 2024, recognizing the heightened expectations of the Filipino populace for improved governance and service.

The nationwide “Boses ng Bayan” survey, conducted by RPMD, spanned across cities in every region, engaging 10,000 adult participants.

This survey, representative of the 67.75 million registered voters in the country, utilized a random selection process to ensure a diverse and proportionate representation of each city, aligning with official voter population statistics.

The survey’s findings are characterized by a margin of error of +/-1% and are reliable at a 95% confidence level, reflecting a robust and comprehensive analysis of the national sentiment.
