Revamp looms over PNP with retirement of a deputy chief

A MAJOR reshuffle will likely take place at the Philippine National Police (PNP) with the forthcoming retirement of some senior police officers.

Meanwhile, 207 senior police officials passed the Police Executive Service Eligibility (PESE) written examinations conducted by the National Police Commission (NAPOLCOM) last Dec. 9, 2023 in Quezon City, Cebu City, and Davao City.

Lt. Gen. Rhodel Sermonia, deputy chief for administration, retired last Jan. 26.

PNP spokesperson Col. Jean Fajardo said during a press briefing in Camp Crame that they expect the revamp to follow suit with Sermonia’s retirement.

Fajardo said as a matter of policy, the one who will succeed Sermonia will take over in acting.

Possible contenders for the post are Lt. Gen. Michael John Dubria, deputy chief for operations, and Maj. Gen. Emmanuel Peralta, chief of the directorial staff.

Meanwhile, six senior police officers from the Office of the PNP chief were reassigned to the Personnel Holding and Accounting Unit (PHAU) based on PNP chief Gen. Benjamin Acorda Jr.’s order that took effect on Monday.

The six are Maj. Gen. Arthur Bisnar, Brig. Gen. Narciso Domingo, Brig. Gen. John Guyguyon, Brig. Gen. Roderick Mariano, Brig. Gen. Nicolas Torre III and Col. Marc Anthony Baun.

The 207 PESE passers are qualified to take the second and final phase of the PESE tests, which is the validation interview.

The PESE Validation Interview is based on the approved procedural guidelines set by the NAPOLCOM.

The interviewees will undergo a thorough assessment by panelists composed of a NAPOLCOM official, a Philippine National Police (PNP) senior official, and a representative from the Civil Society/Academe/National Government Agency.

The PESE examination has two steps, the written examination and the validation interview. Both phases contain analytical questions on police leadership and police values in order to test the competence, skills and mettle of the future leaders of the PNP.

As provided under NAPOLCOM Resolution No. 2020-0892, only those who obtain an outstanding rating during the validation interview will be granted the PESE Certificate in a formal conferment ceremony.

The PESE is an eligibility requirement for the third level ranks of colonel, brigadier general, major general,  lieutenant general, and general, pursuant to NAPOLCOM Resolution No. 2006-082.
