Gov’t offices told to form anti-red tape panels

The Anti-Red Tape Authority (ARTA) reminds government offices to submit their updated Committee on Anti-Red Tape Authority (CART) office order and directory.

As outlined in ARTA Memorandum Circular (MC) No. 2020-07, government offices within the purview of the Ease of Doing Business (EODB) Law are mandated to create their respective CART.

This measure aims to ensure each agency’s compliance with the law and pertinent rules and regulations.

In a press statement, the Presidential Communications Office said that submissions are to be coursed through an ARTA-designated online platform with a submission deadline set for January 15, 2024.

An updated guideline has been issued through MC No. 2023-08, specifying that each CART should incorporate at least one focal person for every bureau, regional office, or field/satellite office under the jurisdiction of the main agency.

In the case of Local Government Units, forming a CART is mandatory only for provincial, city, and municipal governments.

Barangays are also instructed to assign a focal person to be a member of their respective LGU CART.

State Universities and Colleges (SUCs) are also required to establish a CART exclusively for their main campuses, designating at least one focal person per satellite campus.

Additionally, government hospitals under the Department of Health (DOH) are mandated to have their independent CART, distinct from the DOH-CART.
