6 companies shortlisted for Davao electric bus project services deal

The Department of Transportation (DOTr) said Thursday it shortlisted six local and foreign consultants for the project management consultancy services contract of the Davao Public Transport Modernization Project (DPTMP).

The shortlisted consultants are Japan’s Oriental Consultants Global Co. Ltd., SMEC International Pty. Ltd., S.A.U. of Australia, EGIS Asia Philippines Inc., IDOM Consulting Engineering Architecture, DB Engineering & Consulting GmBH of Germany and EPTISA Servicious de Ingeniera S.L. of Spain.

The DOTr said the winning consultant for the DPTMP would provide services such as contract administration, design and construction supervision, technical services for bus fleet delivery, technical services for intelligent transport system and automatic fare collection system (AFCS) delivery.

It said the contract would cover 36 months, with the consultant to be based in Davao City.

The Department of Finance earlier signed a $1.074-billion loan agreement with the Asian Development Bank and ADB-administered funds such as Green Climate Fund (GCF) and the ASEAN Infrastructure Fund (AIF) to support the project.

The GCF component of the loan package, equivalent to $50 million, will help finance the procurement of electric buses under the DPTMP. This will contribute to the country’s first nationally determined contribution (NDC) under the Paris Agreement on Climate Change, which sets a 75-percent greenhouse gas emission reduction and avoidance target by 2030.

The DPTMP, also known as the Davao HPBS project, seeks to deliver a high-quality bus-based public transportation system envisioned to ensure mobility and accessibility for the city’s growing population and economy.

An integrated network of over 100 kilometers of core routes and over 500 kilometers of feeder routes will be served by modern vehicles with larger capacities, including articulated 18-meter buses and conventional 12- meter units.

As the country’s first integrated city-wide bus service, the DPTMP is a landmark and first-of-its-kind public transportation development project that is poised to become a benchmark for safe, efficient and convenient high-quality bus systems that can be replicated in other cities.
