The Philippine Institute of Volcanology and Seismology (Phivolcs) said the quake had a depth of focus of 10 kilometers.
Of tectonic origin, the tremor was caused by the movement of an active fault near the area, the agency said.
Its epicenter was located 26 kilometers northwest of Dalupiri Island.
According to Phivolcs, the quake may cause aftershocks but not any damage.
Intensity IV was felt in Sinait, Ilocos Sur.
Instrumental intensities were also recorded at intensity IV in Aparri, Gonzaga, Cagayan, and Laoag City, Ilocos Norte, while intensity III was also recorded in Penablanca, Cagayan, and Sinait, Vigan City, Ilocos Sur.
Ilagan, Isabela had intensity II, and Casiguran, Aurora; Candon, Narvacan, Tagudin, Ilocos Sur with intensity I.
According to Phivolcs senior science research scientist Johnlery Deximo, there is no threat of a tsunami due to the quake.
“Since the quake happened at night, it will generate unusual sea level disturbance that can be observed along the coasts near the epicenter, which is Calayan, Cagayan,” he said.
