The Department of Transportation said it obtained funding support from the Public-Private Partnership Center for the pre-feasibility study on the North Integrated Transport System project.

It said that with the approval of Project Development and Monitoring Fund support, it would sign a technical assistance agreement with the PPP Center to commence with the selection of consultants.

The PDMF is a revolving fund that the PPP Center manages to enhance the investment environment for PPPs and develop a robust pipeline of viable and well-prepared PPP projects in accordance with the BOT Law, government joint venture guidelines and LGU PPP Codes.

It said the North ITS Project aims to establish an integrated, multi-modal transport and logistics system designed to be a multi-level and mixed-use terminal facility in northern part of Metro Manila which would benefit the commuting public through a significant reduction in traffic congestion along EDSA by relocating bus terminals in Quezon City to the terminal.

This would create effective interconnections between various transport modes and services, increasing access to public transportation services for the commuting public.

As an integrated terminal facility, the project is expected to host northbound provincial buses from Metro Manila and vice versa, serve passengers bound for/departing from areas in northern NCR and connect passengers to other urban transport systems which are serving inner Metro Manila.

The proposed terminal facility will incorporate universal design principles, gender responsive features and crime prevention through environmental design to address the needs of persons with limited mobility, senior citizens, women and other vulnerable groups. It is also expected to be responsive to environmental changes by integrating climate-appropriate and disaster-resilient design and using energy-efficient materials in the development of facilities.
