DOE releases terms on second round of GEAP

The Department of Energy on Tuesday released the terms of reference for the second round of the Green Energy Auction Program, following the publication of the notice of auction last month.

It said in a statement the TOR supplements the provisions of the GEAP guidelines and will govern the rules and procedures of the auction process.

The TOR is issued every auction round consisting of major GEA instruments such as auction design, bonds, instruction to bidders, bidding data, forms and templates and post-auction requirements.

It identifies the  auction capacity requirement in megawatt per renewable energy resource type from 2024 to 2026.

GEAP will auction 2,025 megawatts of ground-mounted solar,  235 MW of roof- mounted solar, 1,200 MW of offshore wind and 140 MW of biomass projects in 2024.

Around 2,140 MW of ground-mounted solar capacity will be auctioned to developers in 2025 followed 260 MW of roof-mounted solar, 1,170 MW of onshore wind and 30 MW of biomass.

It will offer 160 MW roof-top mounted solar to investors at 160 MW for Luzon, 45 MW for Visayas and 30 MW for Mindanao.

For the 2026 supply,  DOE is auctioning 2,550 MW of ground-mounted solar, 300 MW floating solar, 110 MW roof-mounted solar, 1,350 MW onshore wind, 10 MW biomass and 30 MW waste-to-energy.

GEAP-2 will offer a total capacity of 11,600 MW installation target, with 3,600 MW for 2024, 3,600 MW for 2025 and 4,400 MW for 2026.

The DOE said the supply contract will be for a 20-year period beginning from the date of the commercial operation of the RE project.
