10 for President
9 for Vice President
64 for Senator aspirants
177 for Party-list groups

  • 316 seats available in the House of Representatives—253 from congressional districts, 63 from party-list system.

CATEGORY LEVELS NOTED BELOW ARE EQUAL TO COVID ALERT LEVEL STATUS AS DEFINED BY IATF

RESTRICTIONS
A. FOR IN-PERSON CAMPAIGN:
CATEGORY LEVEL RESTRICTIONS
1 No limit
2 A candidate or campaign leader may be accompanied by a maximum of
five (5) campaign support staff.
3 Maximum of three (3) campaign support staff.
4 Not allowed
5 Not allowed

Prohibited activities (all category levels):
a. Entering any private dwelling during house-to-house campaigning, even with the express permission of the homeowner;
b. Crowding, or allowing there to be, crowds that violate MPHS around the candidate and his or her companions;
c. Handshakes, hugs, kisses, going arm-in-arm, or any action that involves physical contact among the candidate, their companions, and the public;
d. Taking selfies, photographs and other similar activities that require close proximity between the candidate and their companions, and the public; and
e. Distribution of food and drink, and all other goods or items.
B. FOR CAUCUSES, MEETINGS, CONVENTION, RALLIES AND MITING DE AVANCE:

CATEGORY LEVEL RESTRICTIONS

1 Allowed up to 70% of the operational capacity of the venue, whether indoor or outdoor
2 Allowed up to 50% operational capacity (indoor or outdoor)
3 Allowed up to 50% of the operational capacity (enclosed outdoor only)
4 Allowed up to 30% of the operational capacity (enclosed outdoor only)
5 Not allowed

Prohibited activities (all category levels):
a. Handshakes, hugs, going arm-in-arm, or any action that involves physical contact among the candidate, their companions, and the public;
b. Taking selfies, photographs and other similar activities that require close proximity between the candidate and their companions, and the public; and
c. Distribution of food and drink, and all other goods or items.

FOR MOTORCADES AND CARAVANS (PASSENGER CAPACITY)

For Trucks, Buses, Mini-Trucks and Jeepneys —Allowed up to 70% of vehicle capacity under Category 1; Up to 50% capacity under Category 2 and 3; Up to 30% capacity under Category 4; Not allowed under Category 5
For Service-Utility Vehicles (SUVs), Sedans and Owner-Type Jeepneys –
Full capacity allowed under Category 1 and 2; Up to two passengers per row and one passenger on the driver’s row under Category 3 and 4; Not allowed under Category 5
Tricycles—Full capacity allowed under Category 1 and 2; One passenger in the sidecar, one backride passenger under Category 3; One passenger in the sidecar, no backride under Category 4; Not allowed under Category 5
Motorcycles—One backride passenger allowed under Category 1 and 2;
No backride passengers under Category 3 and 4; Not allowed under Category 5

  • Only candidates, campaign leaders, and supporters belonging to the same household are allowed to be in the same vehicle.

Prohibited motorcade activities (all category levels):
l. Stopovers, layovers, and other similar stoppages for the conduct of other election campaign activities;

  1. Handshakes, hugs, kisses, going arm-in-arm, or any action that involves physical contact among the candidate, their companions, and the public;
  2. Taking selfies, photographs and other similar activities that require close proximity between the candidate and their companions, and the public; and
  3. Distribution of food and drink, and all other goods or items.

PENALTY FOR ELECTION OFFENSES

Any person committing an act constituting a violation of Sections 87, 88 and 89 of the Batas Pambansa Blg. 881 or the Omnibus Election Code (OEC), as amended shall be prosecuted under Section 262 of the OEC.
If proven guilty, he/she shall be punished with imprisonment of not less than one (1) year but not more than six (6) years and shall not be subject to probation. In addition, the guilty party shall be sentenced to suffer disqualification to hold public office and deprivation of the right of suffrage.
