Police corral suspect in QC kidnappings

Police arrested a 53-year-old male suspect in series of abductions involving minors in Quezon City.

The suspect was identified as Norly Rafael, a native of Daet, Camarines Norte and resident of Miramonte Heights, Barangay 180 Tala, Caloocan City. He is now detained at the National Capital Region Police Office detention cell in Taguig City.

NCRPO chief Guillermo Eleazar said policemen from the Special Operations Unit arrested Rafael Monday afternoon at President Quezon Street Extension in Barangay Commonwealth, Quezon City.

Investigation showed that Rafael was responsible for abducting at least three minors in the city. The most recent victim, whose name was not revealed, managed to escape and identified the suspect.

Eleazar said the suspect had already gone viral on social media for roaming around and looking for possible victims while playing his guitar.

“Upon learning of the arrest of a kidnapping suspect, other victims and complainants came forward and also identified Rafael as their abductors at the Barangay Hall,” the regional police chief said.

The suspect and the complainants were brought to NCRPO office for documentation and proper disposition.

Police are preparing filing charges of violation of Article 267 paragraph 4 of the Revised Penal Code (Kidnapping) and Violation of Section 10, Article VI of RA 7610 (Other Acts of Neglect, Abuse, Cruelty or Exploitation and other Conditions Prejudicial to the Child’s Development) against the suspect.

“We will file the necessary charges against this man immediately, and we will make sure he goes to jail,” said Eleazar.

Meanwhile, Eleazar said no major kidnapping incidents happened in Metro Manila in the previous week. 

“Incidents of kidnapping or any other crime should be reported to PNP so we can take appropriate actions,” he said.

Early this month, the Taguig City police also clarified there was no kidnapping of children and women in the city.

“Social media posts on children and women being kidnapped in Taguig are not true. For the information of everyone, no one has so far come forward to officially file a report with the police. Until then, these are all rumors  and mere attempts at creating fear among residents of the city, for whatever evil purpose,” the Taguig City Police Station said in a statement.

“As for those who are behind the rumor-mongering, consider yourselves warned. Spreading fake news is and will always be wrong, and it will only be a matter of time before you face the consequences for your irresponsible actions,” it added.
