The Bureau of Immigration ordered the  deportation of a Dutch national who was declared persona non grata by a town council in Cebu for being an undesirable alien.

Ordered deported was a certain Vondeling Niklaas, who was arrested in Barangay Eastern Poblacion, Poro, Cebu by operatives from the bureau’s fugitive search unit for being an overstaying alien.

Immigration Commissioner Jaime Morente ordered the Dutchman’s expulsion after the San Francisco, Cebu municipal council and Barangay Poblacion council in  the town both passed a resolution in July 2014 declaring him  persona non grata  and recommending his deportation.

Both resolutions, which declared the Dutchman “inimical to public order, safety and morals,” stemmed from his alleged construction of two resorts in the town without the proper local government building permits.

He was also charged with grave oral defamation for engaging in a heated altercation with local officials over the said building permits issue.

“Foreigners like him [Niklaas] who refuses to comply with our laws and who openly manifest disrespect to persons of authority do not deserve the privilege to stay in our country,” Morente said.

BI intelligence officer and FSU chief Bobby Raquepo explained that it took the bureau some time to effect the Dutchman’s arrest because he sought reconsideration of the deportation order that was issued against him.

Raquepo said that on Nov. 17, 2016, the BI board passed a resolution denying the Dutch’s motion for reconsideration and affirming the finality of the order for his deportation.

“He had been overstaying here for a long time already as there was no way he could apply for a extension of his stay due to his inclusion in the Immigration blacklist,” Raquepo added.
