Senate, House leaders thresh out chacha row

Leaders of the Senate and the House of Representatives met last night to thresh out the differences between the two chambers on the issue of amending the 1987 Constitution.

The lawmakers were debating on the manner they will change the charter.

Senate Majority Leader Vicente Sotto III said the talks turned out well.

He, however, refused to divulge more details. 

The legislators who were present included Sotto, Senate President Koko Pimentel, House Speaker Pantaleon Alvarez and House Majority Leader Rodolfo Fariñas.

Sotto said the senators and House members talked about the provisions in the Constitution that will be amended.

He added these amendments will be presented by Congress to the people for approval through a plebiscite.

Alvarez had earlier said the House can go on amending the charter even without the concurrence of the Senate.

He said the exercise would be complete if they can just muster the votes of three-fourths of all members of Congress in a constituent assembly.

Senators are standing firm that Senate and House must vote separately in any constitutional amendments.

Alvarez had blamed the framers of the 1987 Constitution for failing to be clear on whether or not voting must be held jointly or separately by the two chambers.
