CHED fixes stipend release

THE Commission on Higher Education on Tuesday announced the complete release of allowances to eligible faculty and staff under its K-to-12 transition program.

CHED completed releasing allowances to 2,828 eligible scholars, 2,247 of them for full release, and 581 for partial release following an ongoing effort since last November, it said in a statement.

The Commission on Audit had ordered the disbursement suspended to a total of 4,096 scholars under the transition program.

CHED also faced some challenges due to accounting and auditing rules. It said it could only release partial allowances to scholars with remaining deficiencies in terms of submission of requirements.

For 1,268 scholars who were unable to submit valid enrollment forms, their allowances remained on hold.

According to CHED, the release of allowances was triggered by the complete submission of valid enrollment forms and authenticated copies of grades for the previous semester.

The commission said it is continuously processing the full release of allowances to scholars who are able to submit pending documents as they come. It also sought to resolve issues on documentary submissions, within the bounds of government accounting and auditing rules, to facilitate releases for remaining scholars at the soonest possible time.

The transition program started in 2016 to address the massive displacement of higher education faculty and staff in colleges and universities after the senior high school program—adding two more years to basic education—was implemented.

Last December, CHED apologized for the delays in the processing of scholars’ allowances, claiming their internal system could not handle the quantity of scholarship administration and that many teacher-scholars submitted incomplete requirements.
