Department of Agrarian Reform (DAR) Secretary Rafael "Paeng" Mariano is facing a confirmation hearing of the Commission of Appointments (CA) on Wednesday.
Mariano has arrived at the Padilla Hall of the Senate.
The CA's Committee on Agriculture has received 19 endorsements and 10 oppositions to Mariano's appointment.
Farmers' groups are holding a rally in front of the Senate in support of Mariano.
Senate Majority Leader Vicente Sotto says, if it were just up to him, he would promptly approve Mariano's appointment.
But he said there are rules to be followed and there are also oppositors.
Mariano was Anakpawis Party-list Representative from 2004 to 2013.
He was also chairman of the Kilusang Magbubukid ng Pilipinas.
