President Rodrigo Duterte on Saturday appointed Undersecretary Emmanuel Leyco as officer-in-charge of the Department of Social Welfare and Development following the powerful Commission on Appointment’s rejection of Judy Taguiwalo’s confirmation as the agency’s chief.
“The Palace wishes to announce the designation of Mr. Emmanuel A. Leyco as the officer-in-charge of the Department of Social Welfare and Development, effective immediately,” Presidential Spokesperson Ernesto Abella said.
“Mr. Leyco is not new to the DSWD. He is currently the undersecretary for Finance and Administration. We wish him all the best,” Abella added.
Leyco obtained his Bachelor of Arts degree from De La Salle University and earned his Master in Public Administration degree from Harvard University’s Kennedy School of Government and a Master of Arts degree from Columbia’s University Teacher’s College.
A professor of public finance and economics, Leyco is currently a professor (on leave) at the Asian Institute of Management’s W. SyCip Graduate School of Business. He teaches analytical finance topics that include asset backed securities analysis, credit rating, and project financing.
Leyco is also president of the Credit Rating and Investors Services Philippines Inc., a private corporation that provides credit ratings on asset backed securities, corporate bond issuers and risk assessment services to debt issuers and investors. The company is one of only two accredited credit rating agencies in the Philippines by the Securities and Exchange Commission.
