QC asks agencies for more deputies

The Quezon City Council has passed a resolution urging the Metro Manila Development Authority and the Land Transportation Franchising and Regulatory Board to deputize qualified members of nongovernmental organizations who want to volunteer as enforcers.

City Resolution 7067-2017, authored by Councilor Eric Z. Medina, said the deputization of qualified NGO members, either as MMDA or LTFRB enforcers, will help both agencies in traffic monitoring and apprehending traffic violators.

“There are so many NGO members who are willing to share their time and, in fact, even their own resources to assist the government in the performance of their public duties provided they are properly deputized so that their acts would have a semblance of authority,” the resolution read.

“Due to the limited number of MMDA and LTFRB personnel, particularly those assigned in the enforcement of their principal mandate, abusive and erring public utility vehicle drivers continue to proliferate to the prejudice of the helpless riding public,” the resolution added.

Qualified NGO members wishing to be deputized as enforcers shall undergo necessary seminars and trainings on traffic laws, rules and regulations, functions and in proper way of apprehending violators, the resolution states.
