NGO demands participation in BuB

A non-government organization has decried an assistance program of the budget and interior departments for discouraging civil society participation in local governance and budgeting from the bottom-up budgeting program.

In a statement, BUB Beyond 2016 Caucus decried what they called the backward “policies and guidelines for the implementation of Assistance to the Disadvantaged Municipalities Program, as indicated in the joint memorandum circular released by budget and interior deparments last month.

It claimed that “the ADM Menu also limited the types of projects to Water System Projects, Evacuation Facility, Local Access Roads, Small Water Impounding, and Sanitation Facilities.”
