Binay faces third charge

DISMISSED Makati City Mayor Jejomar Erwin Binay Jr. is facing a third plunder charge after lawyer Renato Bondal complained before the Ombudsman of alleged anomalies in P828 million worth of information technology contracts from 2008 to 2014.

In his complaint, Bondal claimed Binay committed the Makati City Government into contracts with two IT firms, namely Codeworks.PH and Powerlink.Com, from 2008 to 2014.

But the two firms, Bondal claimed, were allegedly dummies of Binay’s father, Vice President Jejomar Binay, who was Makati mayor when the deal was initiated in 2008 and later continued by the younger Binay when he became mayor in 2010.

He said both Codeworks.PH and Powerlink.com were allegedly linked to the elder Binay’s aide Gerardo Limlingan, who has been at large since the start of the Senate probe in August 2014 into the corruption allegations against the vice president and his family.

Limlingan, who is reportedly the vice president’s financial adviser and president of the JC Binay Foundation, is one of the top officers of Powerlink.Com while his wife, Marguerite Lichnock is an incorporator in Codeworks.PH.

Bondal insisted that the two IT firms failed to provide services since the City Hall’s Urban Development Department is the one doing the task.

Bondal charged that Binay used at least two dummies – the Codeworks.PH and Powerlink.Com Corp – to bag P526 million, or 57 percent of the IT contracts in Makati, while Powerlink got P322 million, or 35 percent.

Bondal, who had earlier filed two separate complaints against the two Binays, claimed he has a witness from Makati City’s Urban Development Department.

He earlier filed two plunder complaints against Binay and his father, Vice President Jejomar Binay, on alleged overpricing of the Makati City hall parking building II and questionable deal between the University of Makati and the Systems Technology Institute.

He also filed a malversation complaint against the mayor and his sister, Rep. Abigail Binay, for allegedly misusing her Priority Development Assistance Fund in 2011.

Ombudsman Conchita Carpio Morales dismissed the younger Binay and prevented him from holding public office over his supposed involvement in the contracts for the Makati city hall parking building II.
