PSC chair Ramirez says non-performing sports may lose government funding

The National Sports Associations’ (NSA) financial assistance from the government will be based on the level of performance by their athletes in the last ten years.

The Philippine Sports Commission said it will review the past records of the NSAs to set the basis for implementing new policies in providing assistance.

Those who have nothing significant to show will be grossly affected when the PSC becomes strict in processing request for funds.

“We will analyze their 10-year performance. If we see that they are non-performing, it’s either we give them a little amount or nothing at all,’’ said Ramirez.

The PSC chief said the evaluation is very important as the agency will turn to a new procedure as it will provide the NSAs with a yearly budget instead of usual per-request practice.

“We will give them an annual budget but they should present a corresponding program of activities with no realignment,’’ said Ramirez. “It will be convenient for everybody since we can easily monitor while the NSAs will no longer wait for their requests to be approved.’’

Admittedly, there had been delays in some request by NSAs because of the stringent government procedures.

With the annual budget, Ramirez said the processing of their request for funding their programs, especially their participation in foreign competitions, will be much faster.

He added that the sports associations can consume the allocated budget for the year and can even ask for additional assistance if the need arises.

But Ramirez said the programs should be more specific and cannot be re-aligned to another project.

“Once the project or international trip has been canceled, they can no longer spend the budget for another purpose,’’ said Ramirez. “That’s how we do it with the PSC’s budget from the GAA (General Appropriations Act). Every expense should be specific up to the last peso.’’
