Law sought vs corporal punishment

A party-list lawmaker on Monday appealed to the leadership of the House of Representatives to prioritize a measure penalizing corporal punishment of children, stressing that the Davao City death of a three-year-old boy who suffocated inside a sack presents one of the many strong arguments for the measure.

Bagong Henerasyon partylist Rep. Bernadette Herrera-Dy was referring to her House Bill 516 or the “Positive and Non-Violent Disciplline of Children Act” as she noted a “dangerous rise” in incidence of cruel punishment imposed on minors, many of them documented in the Internet.

The most recent ended the young life of Kean Gabriel, a two-year-old boy from Matina Pangi, Davao City, she said. Kean Gabriel died of suffocation after being placed inside a sack by his stepfather, Sonny Boy Mendoza, as punishment.
