3 die, 64 hurt in fresh Bilibid riot

The Department of Justice on Monday said at least three people died and 64 were injured during a riot at the New Bilibid Prison.

Justice Secretary Menardo Guevarra said the Bureau of Corrections (BuCor) was being assisted by other enforcement units under the Philippine National Police, particularly the Special Action Force and the National Capital Region Police Office-Special Weapons And Tactics, and the Bureau of Fire Protection to contain the situation that took place Monday morning.

“I have been informed that violence among inmates broke out again at the NBP maximum security compound this morning. Three persons were killed and 64 wounded. The BuCor security force, PNP-SAF, and PNP-NCRPO-SWAT are conducting clearing operations,” Guevarra said in a text message.

Since this would be the second time that a riot took place inside the prison facility, Guevarra said he would investigate if there was negligence on the part of the BuCor officials, if proper measures were put in place to prevent another riot inside the NBP.

“These BuCor officials should have learned their lesson from the previous violent incident where several PDLs were killed,” Guevarra stressed.

Because of this, the DOJ said he ordered the BuCor to submit a detailed report on the latest violence. “The DOJ has ordered the BUCOR to submit a detailed report ASAP (as soon as possible).”

Guevarra also instructed the National Bureau of Investigation to widen the scope of their investigation, covering not only the tumultuous affray that took place last October 9 that resulted in the death of seven members of the Sputnik Gang and two members of the Commando Gang, but yesterday’s incident as well.

“I will direct the NBI to conduct a parallel investigation or expand its ongoing probe into the previous violence,” he stressed.

The incident still happened despite the “Oplan Bura Tatak” initiated by the BuCor last Oct. 28. They had hoped by erasing the tattoos bearing the PDLs gang affiliations, it would put an end to the gang culture inside the prison facilities.
