The Commission on Audit has flagged the Philippine Sports Commission over a P170-million financial aid to different sports associations without the required documents.
In an audit report, the state auditors said the PSC’s Board of Commissioners approved the release of P170 million despite the non-compliance of required dossiers, and that the National Sports Association Affairs Office processed the release.
“Our review of the 184 disbursement vouchers covering fund releases to 48 NSAs totaling P170,256,336.35 disclosed that the above-mentioned requirements were not attached as part of the supporting documents,” the report read.
The PSC, however, promised to comply with COA’s recommendations.
The Commission said it has already asked all national sports associations to forward the much-needed requirement for proper review by COA.
COA also called the attention of the PSC for a P114.9-million grant of added financial aid to 29 other national sports associations despite the non-liquidation of the fund releases in the past years.
“The evaluation report prepared by the NSA Affairs Office addressed to the PSC chairman noted that said NSAs have outstanding balances. Nevertheless, the PSC Board of Commissioners still approved the grant of additional financial assistance in order not to hamper the trainings and participation of the athletes and coaches to sports competitions, in particular the 18th Asian Games held last August 2018 in Indonesia,” COA stated.
“The grant of additional financial assistance despite the existence of unliquidated prior advances resulted in the accumulation of outstanding balances at year-end,” it said.
