Health workers upbeat on incoming DoH chief

Rising from the ranks, the incoming Health Secretary  Paulyn Jean Rosell-Ubial, described    as a  “humble worker” by her colleagues at the Department of Health and the medical community, could ensure transparency under her watch.

As chair of the department’s Integrity Management Committee, Ubial  adheres  to truth, honesty and accountability in the discharge of functions of DoH officials and employees,  one of her colleagues said.

Prior to her appointment to the DoH portfolio, Ubial is Assistant Secretary, a position she held since 2008. She literally rose from the ranks, starting as Rural Health Practice Volunteer. She has 26 years in public health with expertise in maternal, neonatal and child health programs.

Ubial, the second native of North Cotabato appointed to the    official Family of the incoming Duterte administration, also served as Regional Director, Center for Health Development, Davao Region, Davao City and Zamboanga Peninsula, Zamboanga City.

Among the significant positions she held were the Red Orchid Awards or the Search for 100 percent Tobacco-Free environment for Local Government Units, government organizations    and government hospitals and Head of the Task Force for Performance Governance System and Social Dialogue.

Dr. Anthony Leachon, president of the Philippine College of Physicians Foundation Inc., said Ubial’s appointment would    “uplift the DoH’s bureaucracy, being an insider.” “I hope her vast experience in community health as a career officer will bring DoH to greater heights, particularly in pushing for the primary care system,” he said. “In my meetings with her, I have the impression that she is also a visionary who can steer the DoH to extraordinary levels,” Leachon added.”¨”¨While Ubial’s task is “daunting” given Duterte’s mandate on smoking, liquor ban and the Department of Finance’s plan to impose tax on soda and junk foods. But he assured that his group is “willing to support her in her DoH leadership.”

Leachon, one of the country’s top internist-cardiologist, said he is excited with Ubial’s appointment since she shares Duterte’s advocacy on smoking and liquor ban.   

Duterte had announced he would  impose  ban on smoking and liquor nationwide.

Leachon added he wanted to know the incoming  DoH secretary’s    stand on taxes on soda and junk food to curb obesity and diabetes.

“It would be good to discuss with President Rody’s Secretary of Health primary care to address health inequities in Human resources, PhilHealth financing and infrastructures,”  said Leachon,” a PhilHealth Independent director.

    Dr. Rustico Jimenez, president of the Private Hospitals Association of the Philippines (PHAP) said they welcome Ubial’s appointment as DOH Secretary.   

     Ubial has been known for her humility, Jimenez said.

    They had  sent PHAP Resolution to Duterte in which they urged the President-elect not to appoint a lawyer at the DOH and one who does not know about hospital management.

    Doctors and rank-and-file employees of the DOH Central Office at Sta. Cruz, Manila, are happy with Ubial’s designation at the helm of the DOH.   

    Ubial will succeed  Janette Garin, former Iloilo representative.
