An inmate is facing charges for allegedly trying to rape a nine-year old girl in the Maximum Security Compound at the New Bilibid Prison on New Year’s Day, said Bureau of Corrections (BuCor) Director Franklin Jesus Bucayu on Friday.
He said the suspect, Norvin Domingo, a Bahala na Gang member was identified by the victim.
“He immediately admitted the offense,” Bucayu said, adding that the child is a daughter of a fellow Bahala na Gang member.
She went with the children of the other inmates, but after a few minutes, her relatives reported the child missing, Bucayu said.
“Our securities searched for the girl and found her unconscious inside a bathroom with bruises,” he said.
The victim was immediately taken to the NBP hospital for medico-legal examination and found that the rape was not consummated.
“(Domingo) will also be sanctioned administratively (to) face the Board of Discipline,” Bucayo said.
He said visiting privileges will be cancelled and his Good Conduct Time Allowance will restricted.
The Good Conduct Time Allowance is needed to expedite the time spent by an inmate in serving sentence.
Meanwhile, Justice Secretary Leila de Lima expressed exasperation over the series of scandals taking place at the New Bilibid Prisons, which is under the supervision of BuCor, an agency of the Department of Justice.
“I am very much dismayed. I am definitely not okay. I am incensed… I am exasperated at what happening here (inside NBP),” De Lima said, when asked how she feels of the controversies happening at the NBP, including the attempted rape of a nine-year old girl.
“She was a visitor and it happened to her. That is totally unacceptable. It means that it is still possible for commission of criminal acts while they are here,” she said, renewing her warning to prison officials about her planned recommendation to President Benigo Aquino III for a total revamp at the state penitentiary.
“I told them do not force me to recommend to the President to replace of you. Although that is an extreme option.”
