DOJ: Kerwin Espinosa can choose where he wants to be detained

The question on where suspected drug operator Kerwin Espinosa will be jailed upon his deportation from Abu Dhabi depends on where he wants to be detained.

His choices are either the PNP Custodial Center in Camp Crame, Quezon City or the Detention Cell of the National Bureau of Investigation (NBI) in Manila.

Justice Secretary Vitaliano Aguirre laid down this scenario during a press conference in Malacañang on Wednesday noon.

“Depende yan sa may katawan. Ano ang kagustuhan ni Kerwin? In view of what happened to his father, he is very much fearful for his life, that of his common-law wife and his children,” Aguirre said.

Espinosa’s apprehensions were relayed to Aguirre by the Philippine Ambassador to the United Arab Emirates.

Espinosa is expected to arrive on Thursday or Friday, accompanied by a PNP contingent that went to Abu Dhabi to fetch him.

Upon arrival, he may be initially brought to the PNP Custodial Center, but Aguirre said, the NBI may take custody of Espinosa if he wants to apply for the Witness Protection Program (WPP) of the Department of Justice (DOJ).

Aguirre noted, “I have written to General 'Bato' Dela Rosa [saying] that if they will need assistance in protecting  Kerwin, the NBI is willing to do it.”

Espinosa’s father, Albuera, Leyte Mayor Rolando Espinosa, was killed by PNP Criminal Investigation and Detection Group (CIDG) operatives while he was in detention in Baybay City Sub-Provincial Jail on November 5, 2016.

A search warrant was allegedly being served to the mayor when a shootout supposedly occurred.
