The Department of Education is renewing the provisional appointments of senior high school (SHS) teachers for the academic year 2022-2023 amid a lack of available licensed and qualified teachers.

The Civil Service Commission approved the renewal of the provisional appointments.

Last year, the DepEd also sought the reappointment of some 1,700 provisional SHS teachers “to ensure the unhampered delivery of learning and continuous teaching services.”

Section 8 of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 allows provisional teachers to teach in the SHS provided they pass the Licensure Examination for Professional Teachers (LEPT) within five years.

Since the first implementation of the SHS in 2016, the Department hired non-LEPT graduates of science, mathematics, statistics, engineering, music, and other degree courses in the absence of qualified LEPT eligible to teach in specialized subjects SHS.

CSC Resolution No. 2100451 allows the hiring of provisional teachers provided that there are no available LEPT-eligible applicants in the Division.

As such, the provisional appointee to be renewed is subject to termination should a qualified LEPT eligible applicant becomes available and willing to teach in the relevant specialized subjects.

The DepEd said it was working with the Professional Regulation Commission for the reopening of the online application system to accommodate SHS provisional teachers 1-1…who failed to obtain LEPT slots in the scheduled exam this month.

“The said measures aim to secure sufficient numbers of SHS teachers with the necessary expertise and specialization and to ensure the continued employment and livelihood of SHS teachers, especially during the pandemic,” the department said.
