Village chief’s fate decided soon

Caloocan city officials are set to decide  the fate of Barangay 171 Captain Romy Rivera in connection with  the Gubat sa Ciudad Resort incident  where a pool party allegedly turned into  a  virus ‘superspreader’ event.

Councilor Dean Asistio, chairman of the City Council’s Committee on Good Government and Justice said that the suspension order on Rivera will be given verdict not later than August 2, and the committee will issue the decision on July 15.

Rivera was given a 60-day administrative suspension by the Caloocan City government and the Department of Interior and Local Government (DILG) on June 3 for negligence of duty when  he allowed the Gubat sa Ciudad resort  to operate while the NCR plus was  under strict community quarantine.

 According to Asistio, it is possible that the recommendation of him and four other members of the committee to the entire membership of the City Council and to Mayor Oscar “Oca” Malapitan is to extend Rivera’s suspension for another 3 to 6 months.

“Urgent matters to us, because before the end of 60 days we will decide whether he is guilty or not. We can’t say if he will be dismissed, or the penalty will increase the suspension by 3-6 months, ” said Asistio.

He said that the committee is also careful in issuing recommendations so they are thoroughly studying the merits of the case and Rivera has also provided a position paper and held a face to face hearing.

“It is possible that Romy will be dismissed, and not only him, but also the person who issued the permit and the police who are in the Gubat sa Ciudad resort,” he said.

 Vice Mayor Macario “Maca” Asistio III, who leads the Sangguniang Panlungsod, said that the the penalty will only be upon the end of the suspension order on Rivera.

“Rivera will end his suspension first, but unless there is another case in relation to Gubat sa Ciudad, he will face another case,” Maca said.

On  June 7, 2021,  DILG Secretary Eduardo Año reported the filing of a case against Rivera and five other barangay chairmen  who neglected their duties and had super spreader events occuring in their areas of jurisdiction.
