Metro Manila Subway project to traverse 5 military properties

The Department of Transportation said Friday it signed an agreement with the Department of National Defense to use parts of its real estate properties for the Metro Manila Subway Project-Phase I.

Under the memorandum of agreement, five DND properties will be used for the development of designs for convenient access points to Metro Manila Subway stations and terminal interchange plazas.

These properties are the Veterans Memorial Medical Center for the North Avenue Station; V. Luna Hospital for East Avenue Station; Camp E. Aguinaldo for Camp Aguinaldo Station; Philippine Army for interstation between Lawton and Senate-DepEd Stations; and Villamor Air Base for interstation between Senate-DepEd and FTI/NAIA T3 Stations.

The DOTr said three of the 17 subway stations would be located near or inside the DND properties. These stations will be built in consideration of the future development plans of the DND for their camps and bases, it said.

The agency said the right-of-way usage agreement would not only speed up access to construction and work sites needed for the subway, but also give DND and the Armed Forces of the Philippines a fair and recurring source of resources for the betterment and upliftment of armed forces personnel.

The DOTr said it would replicate affected DND-AFP structures and facilities, including the construction of 192 units of armed forces housing in Camp Aguinaldo and the improvement of those in the Veterans Golf Course.

The partial operability of the subway with its first three stations at Quirino Highway-Mindanao Ave., Tandang Sora and North Avenue is targeted in 2022, while full operations of all 15 stations are set in 2025.

The P355.6-billion subway will be an expansive 36-kilometer railway system with 15 stations from Quirino Highway in Quezon City to NAIA Terminal 3 in Pasay and FTI in Taguig, crossing seven local government units and passing through three business districts.

With a speed of up to 80 kilometers per hour, travel time from Quezon City to NAIA Terminal 3 will go down to 30 minutes. In its first year of full operations, the MMSP is expected to serve up to 370,000 passengers daily, although it has a design capacity to accommodate up to 1.5 million passengers.
