Navotas task force created vs. quarantine violators

Mayor Toby Tiangco Monday signed an order forming a task force to ensure the smooth implementation of the enhanced community quarantine and keep Navoteños safe from the Corona Virus Disease 2019 (COVID-19).

Executive Order No. TMT-022 created Task Force Navotas Drive Against Makukulit, Pasaway o Tambay or NavoDAMPOT.

Tiangco said the creation of Task Force NavoDAMPOT is necessary because “despite several reminders, residents, young and old alike, continue to violate the terms of the enhanced community quarantine, thereby risking not only themselves but those who they come in contact with.”

The duties of Task Force NavoDAMPOT included ensuring that Navotas residents comply with the terms of the enhanced community quarantine, stay home at all times, except under instances allowed under the Home Quarantine Pass  and those exempted by the Inter-Agency Task Force.

Per Memorandum Order No. TMT 0158, holders of a Home Quarantine Pass may leave their house between 5 a.m. to 8 p.m. to buy food, medicines and other necessities. However, like other residents, they are also not allowed to loiter outside their homes.

An IATF pass, on the other hand, allows persons involved in basic services, daily essentials, essential goods, utilities and others to be exempt from home quarantine.

Task Force NavoDAMPOT personnel are given the authority to arrest all violators of the enhanced community quarantine and charge the violators under Article 151 of the Revised Penal Code as amended according to the guidelines of the Philippine National Police.

Adult violators face one to six months imprisonment, with penalty ranging from P2,000 to P100,000.

Minors who will lviolate the quarantine rules will be turned over to their respective parents and guardians with a stern warning that they are subject to civil liability under the Child and Youth Welfare Code.

Businesses establishments could lose their license to operate, private professionals their license to work, and public workers could be suspended for failing to abide by the quarantine order.

Also, COVID-19 patients may also face arrest if they refuse to be isolated or quarantined.
