Pasay City Councilor Arnel Regino Arceo has apologized to health workers who he had allegedly harassed while conducting COVID-29 testing activity at city hall last week.

“My outburst on that day was because of shock and my fear of the virus and its transmission,” said Arceo as he apologized during a meeting with Mayor Imelda Rubiano and the health workers last Monday.

Arceo was referring to the incident captured on video showing him shouting outside the session hall where rapid testing for COVID-19 was being conducted. The video showed Arceo shouted at health workers for wearing masks and personal protective equipment (PPEs), prompting the worker to take them off.

Arceo claimed members of the City Council were not informed nor consulted regarding the testing activity at the session hall.

The 5-minute video, which was filmed by the councilor himself on May 19, went viral on social media.
