‘SCAA’ to guard Davao

DAVAO CITY— The City Government will establish a Specialized Cafgu Active Auxiliary that will secure the outskirts of the city to answer the call of President Rodrigo Duterte to put a stop to the insurgency in the Davao region.

Public Safety and Security Command Center chief Benito de Leon said three companies or 360 SCAA units will be deployed for additional security of the entire city.

“This is to answer the call of President Duterte to give priority to the insurgency here in the region, he required us to put a stop on it,” De Leon said.

He said even big establishments such as banana plantations can even hire SCAA units in lieu of their security guards to stop extortions and other threats to their companies.

De Leon, though, clarified that only those companies in the outskirts of Davao are encouraged to form their own SCAA, and not companies located in the downtown area.

He said that while the city will hire SCAA forces, the budget for their salary will be coming from the National Government. He said an Executive Order will be crafted for the creation of the auxiliary force derived from the Civilian Armed Forces Geographical Units or Cafgu.

Davao already has an SCAA under Task Force Davao. However, De Leon said they saw the need for additional armed units to enhance the city’s security and to ensure the city center is safe from any insurgent attacks.

“The military has requested that three companies be formed to help them protect the community in the remote areas of Davao City,” he said.

The SCAA will help the military and police in securing those areas already cleared by government security forces, to ensure that the rebels will not go back to them, De Leon said.

They will not let their guards down despite the low level of threats recorded by the National Intelligence Coordinating Agency, he added.

“Our security elements have maintained a high threat level of security to maintain good posture in the City,” De Leon said.
