Pampanga, Angeles, Tarlac police chiefs move in C. Luzon revamp

Angeles City—Central Luzon police director BGen. Valeriano De Leon initiated a revamp affecting major police positions in the region including Pampanga, Angeles City and Tarlac, it was learned Tuesday.

The change in command includes Tarlac Provincial Police Office director Colonel Dave Poklay; Colonel Andres Simbajon Jr., outgoing Pampanga Police director and Colonel Joyce Patrick Sangalang of the Angeles City Police Office.

Poklay was replaced by Colonel Renante Cabico while Simbajon and Sangalang relinquished their positions to their classmates Colonel Arnold Thomas Ibay Jr., and Colonel Rommel Batangan respectively.

Ibay and Batangan are both graduates of the Philippine National Academy and members of Class 96.

Poklay is also a member of the PNPA Class 96. His successor belongs to a lower class in the academy.

Batangan was formerly the chief of the Police Regional Office 3 – Personnel and Human Resource Division (PRO3-PHRD). He swapped position with Sangalang.

Ibay on the other hand was formerly the Provincial Director of Albay province in the Bicol Region. He was designated by higher police headquarters to lead the Pampanga Police Office.

Simbajon was transferred to the Directorate for Integrated Police Operations – Western Mindanao (DIPO-WesMin) stationed at the PNP national headquarters in Camp Crame, Quezon City.

Except for Simbajon who stayed for two months as provincial director, Poklay and Sanglang have completed their two years assignments in their respective posts.

Poklay sought assignment outside of Central Luzon, informed police sources said.
