Homeless

 A  family takes shelter  under the Edsa flyover   in Quezon City. The government seeks to bring down poverty incidence in the country from 25 percent to at least 18 percent. The strategy is to create employment opportunities, especially for the poor, in cities and municipalities with the potential to grow.
