AC Energy unit plans dual-fuel power plant in Batangas City

Ingrid3 Power Corp., controlled by AC Energy Corp. of the Ayala Group, plans to develop a P25-billion dual-fuel power plant with an installed capacity of 1,250 megawatts in Batangas City

Ingrid3, through LCI Envi Corp., submitted documents to the Department of Environment and Natural Resources for public scoping of the project in Barangay Libjo and Malitam, Batangas City.

The power plant is expected to be connected to the 500 kV Pinamukan Substation of National Grid Corp. of the Philippines.

The company is studying the intended sale from the generation facility. The project is being considered to serve the mid-merit/load peaking requirements of the grid.

Mid-merit and peaking/load-following plants are operated with a flexibility to respond to varying demand for electricity throughout the day.

Operations of these plants are increased or lowered depending on the foreseen market demand.

Ingrid3 said the planned power project will generate electricity by burning fuels to produce high-temperature combustion gases with sufficient energy to rotate a gas turbine.

“Gas turbine power plants can be adjusted to accommodate peaks in electricity demand. They are operated mainly during periods of high demand, otherwise they remain standby and are ready to run at any time to provide reserve power when needed,” the company said.

Gas turbine plants are also faster to install compared with conventional thermal plant designs, and have fuel flexibility, specifically newer models of gas turbines that can be run using either gas or liquid fuel.

“The main advantage of using natural gas for ancillary service, mid-merit, and/or peaking purposes is the cleaner emissions. Natural gas is considerably cleaner burning compared to oil and coal, as it emits significantly less nitrogen, sulfur, and carbon monoxide,” it said.

Due to the possible issues on availability of supply of natural gas, the company said primary consideration is given to diesel fuel as resource.

Ingrid3 is required to secure an environmental compliance certificate from the DENR Environmental Management Bureau prior to any development in the project site.

The acquisition of an ECC is in preparation for an environmental impact statement.
