Ramirez: Fate of Rizal sports complex decided next month

DECISIONS will be made by the end of the month on the fate of the ageing Rizal Memorial Sports Complex.

The Philippine Sports Commission will not take the lead in selling the ageing sports facility owned by the City of the Manila.

Through a usufruct agreement, the government sports agency will just get a big percentage of the money that will be earned from its sale.

PSC chairman William “Butch” Ramirez said this after last weekend’s directional meeting between the agency and the national sports association in Tagaytay City.

He said consultations are now going on with the Department of Justice on how to proceed with their deal with the City of Manila.

“That’s after consultation with the DOJ on this land that is owned by the City of Manila. That’s when the Office of the Executive Secretary will authorize me to finalize the negotiations,” remarked Ramirez.

Under article  562 of the Philippine Civil Code,  Usufruct gives a right to enjoy the property of another with the obligation of preserving its form and substance, unless the title constituting it or the law otherwise provides.

If the talks are fruitful with the City of Manila,  Ramirez said negotiations to build  facilities inside the Clark Green City will push through with the  Bases Conversion Development Authority,

The PSC chief was informed that sports facilities can be built inside the proposed Clark Green City in Capas, Tarlac.

But, it  will not be ready when the Philippines hosts the SEA Games.

Good locations have been identified  on places where the proposed site of the national sports training center inside the Clark Field in Pampnaga can be built.

Three sites have been proposed on a 100-hectare area which the BCDA will allocate to the PSC from the 9450 hectare Clark Green City.
