Regulator readies fines for chronic flight delays

The Civil Aeronautics Board said it will soon issue rules and regulations penalizing chronic flight delays of domestic airline carriers. 

“We see improvements in the on-time performance, but we are coming up with the regulation maybe in a couple of months. We are going to penalize the chronic delays, not the delay per se, not the cancellation per se because it’s a reality in the aviation industry that everywhere you go there are cancellations and delays,” CAB executive director Carmelo Arcilla said.

“But what we are looking at is drawing the line between normal delays these are unavoidable of a certain level and chronic delays,” he said.

The on-time performance or OTP is a standard aviation measurement to track the day-to-day performance of an airline and reflects the level of success in adhering to the published schedule.

“If you are more than 50-percent delayed for [a specific] route alone, to our mind there’s a problem in the way you plan your services so we have to deal with that,” Arcilla said.

He said that the agency would impose monetary penalties for chronic flight delays. 

The CAB reported that in July, Philippine Airlines’ monthly average OTP improved from below 60 percent in April 2019 to nearly 80 percent in June. The running average OTP for PAL in July stood at 82 percent.

It said that for Cebu Pacific, the OTP was 60 percent in June before improving to 77 percent in July, with peak days reaching 80 percent.

Local airlines submit their average daily flights per airport of origin every 8th day of the following month. 

Local airlines and the government on June 26 signed a pledge of commitment to decongest the Ninoy Aquino International Airport. 

The airlines committed to help decongest Naia through improved on-time flight performance, support the development of other gateways including Sangley Airport in Cavite and improve the travel experience of air passengers.
