President adopts 4-year national plan for ‘tech-voc’ skills development

In a bid to attain global competitiveness and workforce readiness, President Rodrigo Duterte has adopted a four-year national plan for technical vocational skills development.

The President issued Executive Order 83 on June 17, a copy of which was  released by Malacañang on Thursday.

According to EO 83, the National Technical Education and Skills Development Plan 2018-2022 seeks to “mobilize, galvanize and strengthen” the Technical Vocational Education and Training sector in order to “attain global competitiveness and workforce readiness, as well as social equity for workforce inclusion and poverty reduction.”

The four-year development plan “shall serve as a blueprint of the TVET sector in coming up with responsive policies and implementing programs in support of the broader goals and objectives of the national government.”

To work on the full realization of the NTESDP 2018-2022, Duterte has called on national government agencies, local government units, and the private sector to adopt, disseminate, and support its implementation. The said plan shall be used as a guide in the development and implementation of their respective TVET programs, projects, and policies.

The EO also mandates the Technical Education and Skills Development Authority to ensure that all skills development programs and schemes conform with the quantitative and qualitative objectives of the NTESDP 2018-2022 and all skills trainings and development are aligned with the Philippine Qualifications Framework all instituted national standards.

The TESDA must also monitor the implementation of the development plan and conduct a periodic review to evaluate its efficiency and effectivity.

Additionally, TESDA, through the Department of Trade and Industry, is required to submit semi-annual reports on the plan’s implementation to Malacañang.

As for the funding, resources to implement the said plan will be sourced from the budgets of the TESDA and concerned national government agencies, subject to budgeting and auditing rules and regulations. This order took effect immediately.

Earlier this year, the Chief Executive forged Republic Act 11230, or the “Tulong Trabaho Act,” which seeks to provide free access to technical-vocational education to qualified recipients to address the problem of job-skills mismatch.
