CDC, SBMA sign pact to boost Chinese skills

CLARK FREEPORT, Pampanga—Two free ports in Central Luzon had signed a memorandum of understanding with Confucius Institute to sharpen their Chinese communication and cultural skills in attracting more investors and tourists from China.

Noel Manankil, president and CEO of Clark Development Corp., said the government firm entered into an MOU with the Confucius Institute – University of the Philippines Diliman (CI-UPD) over the weekend.

Lawyer Wilma Eisma, administrator of the Subic Bay Metropolitan Authority, and Mabalacat City Mayor Crisostomo Garbo also signed with the program.

Manankil said the three-year agreement stipulated that the officers and front line staff of the CDC will receive free basic training in Mandarin courses and culture.

The modern Chinese doing business is based Confucius value respect in education, authority, age. and the tradition practice of Guangxi, an autonomous region in South Central China, bordering Vietnam, for a networking deal mutually beneficial to all both parties.

The basic training is part of the CDC human development program of the employees and building capacity to improve and develop their communication skills and their knowledge of modern Chinese culture of doing business, Manankil said.

“The MOU is needed by the employees to learn Mandarin because the massive development of the former US Air Force base is attracting more tourism and investor coming from People Republic China and Republic of China or Taiwan.

In September alone, about 4,000 Chinese tourists visited Clark after port called in Subic on board cruise ship under their tourism integrated program of Central Luzon.

Businessmen from People’s Republic of China are also heavily investing in the Freeport.

Manankil signed the memo for CDC and Chancellor Michael Tan of the UPD-CI for the state University.

The ceremony was witnessed by Jose “Ping” de Jesus, chairman of CDC, Angeles City Mayor Edgardo Pamintuan, Confucius Institute- Angeles University Foundation (AUF) Director Lourdes Nepomuceno, CDC Tourism Promotion Manager Noemi Julian and others.

Another Memorandum of the Agreement (MOA) was also entered between the Authority of the Freeport Area of Bataan (AFAB) and the Philippines information Agency (PIA) in Central Luzon to attract more investment in the area yesterday.

Under the agreement, the PIA will assist the AFAB in the crafting its communication plan, capacitate its personnel through conduct of training, advocacy activities and services of the government.

The agreement was signed by William L. Beltran, regional director of PIA in Central Luzon and Emmanuel Pineda, chairman and administrator of AFAB during a simple ceremony held here.

The Authority Freeport Area of Bataan (AFAB) is one of the fastest growing Freeports in the region with highly skilled manpower pool capable of supporting operation in manufacturing, semiconductors and electronic, shipbuilding, logistic, BPO, energy and tourism.

“We welcome our partnership with PIA in crafting our communication plan. We will be both project a better image and reputation so that we will become more attractive as another investment area in the region”, Pineda said.

Beltran said the agreement is the first formal tie up with the AFAB that will serve as benchmark for promotional works.

He added that he will do within his means to make the agreements successful.
