Lawyer Malaya reelected as NABPLO prexy

Lawyer Melanie Soriano-Malaya, Parañaque City’s business permit and licensing office chief, was reelected president of the National Association of Business Permit and Licensing Officers during its recent national convention in Palawan

Organized in 1998, NABPLO is the partner of the national government in instituting reforms in governance toward economic growth and countryside development.

With regards to automation, NABPLO assists local government units, specially third- and sixth-class municipalities in the country. The association also help LGUs in revenue generation and business regulation as mandated under the Local Government of Code.

Malaya, wife of Interior and Local Government Undersecretary Jonathan Malaya, has been serving as NABLO president since 2016.

Malaya is the brain behind Project: Express Lane Operation 2.0, which aims to simplify the process of applying for business and working permits by computerizing the system, reducing the steps from ten to four.

With Project ELO 2.0, Parañaque has become the country’s first LGU that is “fully compliant” with President Duterte’s order to streamline business permit processes.

Last month, the Paranaque BPLO have won four awards at the Digital Governance Awards (Best Practices in Information and Communications Technology) conferred by the Department of Interior and Local Government and Department of Information and Technology.

Lawyer Jeremiah Belgica, Anti-Red Tape Authority director general, also lauded the administration of Mayor Edwin Olivarez for bringing together several innovative IT solutions into their pioneering concierge system and for their “exemplary service and support in the implementation of the Ease of Doing Business Law.”
